What Oqood does
Dubai keeps two property registers. Completed property sits in the main Real Estate Register, while off-plan sales go into the Interim Property Register created by Law No. 13 of 2008. Oqood is the DLD self-registration system developers use to enter off-plan sales in that interim register.
Article 3 of Law No. 13 of 2008 makes any off-plan sale that is not registered in the interim register void. Oqood registration is what turns a signed SPA into a recognised sale.
The steps, per DLD
- Developer and buyer sign the sale and purchase contract.
- The developer files the sale through Oqood within 90 days of signing.
- DLD processes it in one business day and emails the buyer a provisional registration e-certificate.
- At handover, once the unit is complete and fully paid, it moves to the main register and DLD issues the title deed.
Fees DLD lists for an initial sale
| Fee | Amount |
|---|---|
| Registration fee | 2% of the sale value from the seller + 2% from the purchaser |
| Knowledge and innovation fees | AED 10 + AED 10 |
| Developer's registration of the sale | AED 1,000 |
The sale contract sets who actually pays the 4%. Many off-plan offers ask the buyer to pay all of it, and some launches advertise a DLD fee waiver. That is market practice, not a DLD rule. Check the offer, and model it with the payment plan calculator.
